as long as the conditions & terms of the LOI had been met it would have been signed by the CLX consortium or whomever is in position there to do so along w/ BW on behalf of PASO ( shareholders) & possibly a BOD member...had the conditions / terms of said not have been fulfilled then it would be up to PASO / Bruce Weitzberg CEO to announce anything publicly aka definitive signing or termination of said hence why any & all publicly filed announcements have come from through PASO not CLX
