While I have not checked (no time or need to so for me) but I would think that what they licensed was already past the University/NIH grant funding research stages? And ready for Phase I FDA trial, unless it was just a total Fluff PR (which I do not think it was, But again I have checked and do not have time to check at this time).

Define what you mean by "Unregulated" that can many mean things? Less Regulated?
