You're reading it correctly. This is a nothing-burger carefully worded for a stock sale. The PR was written to imply something big, but it isn't, it's an option to evaluate and consider commercialization of a drug that, obviously, nobody else wanted to push.

I swear I’ll never use the phrase “you can’t make this stuff up” ever again after being on the OTC. Apparently you can.
