I do believe it said "granted the Option of a license"

But a license is not free. If there is a patent, patent protection or Patent application pending, a Grant (as in free stuff) one would get excited about a Grant (free) patent.

My read is they have a free, no upfront cost, Option to license, and this cost free tool to panhandle for funding for Clinical trials?

I will read it all again, but that was my read.
