Can we just meet at the local park instead?

The limit is the same (100 people, subject to the 4sqm rule), whether it is an activity held at a place of Public worship or a religious service held at a different venue/facility. If the activity/outdoor gathering is not a religious service and not on the premises of a public place of worship, (e.g. a park), there is a maximum of 20 people allowed. Given that this is less than the number permitted in places of public worship there would be no advantage to meeting in a local park.
