Could you show me your source for that statement, I can't find it.

This news release states the FDA has approved a meeting (not to big a deal). At this point in time, I doubt the FDA waste to much time on meetings to determine a phase two trial for Brilacidin for patients with covid 19.
Brilacidin has shown the ability to kill the covid 19 virus in vitro; is that antiviral properties, I'm not knowledgeable enough to know that.
