I think they should file it as soon as possible, it's in their own interest to rise the volume of transactions. Personally I own restricted shares and cannot sell them because of this shell designation, and probably others are in my same situation. Plus others may be afraid to invest in a company which is suspected to be a shell, even if it is not...
