An audit is not required in this venue. It's value is with any merger or buyer candidate. Many will reject a shell without SEC filings & audited financials.
Obviously the company thought it would be valuable to obtain.
They sought one & was billed and approved the $7,000 for one.
However, it was unable to be completed.
