OTCShortReport site reports meaningless data. The only relevant data is the semimonthly reports by FINRA. In the case of SLJB no records are returned. Which indicates for the period covering to the end of August there were no "short interest" shares. Not to be confused with actual Short positions.

He explains how a OTC trade occurs. Note the 4th paragraph down:

Now if a Market Maker gets involved the process is slightly different, once again no human intervention involved, the MM programs seek out such opportunities to make a market. In this case they immediately see Investor “B” order for 500 shares and it already knows I have 1000 shares available on the Ask. So it immediately sells “short” 500 shares to Investors “B” broker, this goes onto the consolidated tape and also shows up on the Daily Reg SHO. On a separate leg of the very same trade transaction the MM purchases 500 shares from my ask to close their open position, that gets reported to the NON TAPE report. All of this trade execution information flows through FINRA.



One has two Longs. One buying, and the other selling. Shares are sold Short to the buyer, and immediately covered from the Ask.

What your OTCShortReport site is reporting is the Daily Reg SHO leg of the trade. It's meaningless, as the MM marking the shares Short, immediately covered, with that action "reported to the NON TAPE report". It happened in a nano second via a computer program. At the end of the transaction the buyer got the shares they wanted, and the seller sold half the shares on their Ask. No shares remain Shorted. Just two happy Longs having their trade facilitated by a MM computer program.
