Having been a supplier in something similar I recall in my case the UK Govt "negotiating" with the three bidders for "what if you got only half the PC business" or "what if you got all the monitors" and so one to see if there were benefits or extra costs of splitting parts of the GBP100m contract.

In the end all three companies got good business, roughly 40:40:20
