It sounds crazy but the only way to bypass the parental influence is to remove the child from the parents shortly after birth and raised by the state in a neutral nurturing environment. Impossible to enact or oversee on the scale it would take. The state of psychological evaluation is not precise enough to weed out defective caregivers.
