Also they generally do NOT do a 9AM .. the firms Etrade and such would have to put a D at the end of trdx "TRDXD" in the middle of a trading session...??? not saying it has not happened but .. it would be on your trading platform right now. or latest 9AM pacific.. but I think if they state the time it is East coast.. only if they do not, it is midnight pacific.. which gives everyone time to make the changes before opening bell. ie otc,finra,sec, all MMs..such.Imo
