If, as you stated, it is widely believed that Total will buy erhc, then why isn't the stock being purchased by all those who believe it, even with the price near zero? Widely believed means a lot of people believe it, yet not a lot of people buying. Actually almost no one buying.
Either few people believe the buyout rumor or the buyout will not have much of a premium price.
