NYS is in the same situation. Cuomo has reopened the state in phases and in sections. Each section had to meet seven different criteria before they could enter phase 1 and if things were ok after two weeks they could enter phase 2, two more weeks phase 3 and so on.

NYC was the last section of the state to meet the criteria for phase 1. They were supposed to be starting phase 3 where restaurants could start having indoor dining at 50% capacity but they may delay it. In phase 2 restaurants could have outdoor dining only.

Apparently they are afraid that if they allow indoor dining in NYC restaurants and bars the number of cases will start to go up again.
