Costello doesn't care about securities fraud - he filed a Fraudulent 8-K in July 2019. Not filing a Form 3 isn't a big deal to a serial scammer like Costello.

He misappropriated CANN Funds.

But he is going to use the fake acquisitions/companies for stock to dump as GRNF doesn't have any capital for acquisitions so they do the fake acquisitions with stock and Costello can tell novice investors that he still owns all 139 million shares.
