EdF, respectfully, with this incorrect thought...

This thought is incorrect and could be misleading to someone. The Float is not what determines the fundamental valuation of a stock, it's the Outstanding Shares (OS) of which is what is used to derive an Earnings Per Share (EPS) which is indicated within the Income Statement of a company's financials.

That amount of shares of which you are referring to is known as "overhang" from past notes or anyone who might have held shares to include any shares that might have been previously restricted. If the OS does not change, then there is no dilution. The OS has remain unchanged since the PR when the CEO said that the lockup of shares to stop dilution had taken place.

Knowing the Float is not as important as some portray. For me, I always like to presume that the Float is always maxed out to be whatever the OS is because with any stock, it will be at some point in time or that is the norm to be expected.
