Searching "sec filings extension" got me here (and a few other places 
):

the 2nd to last paragraph cleared the 12b-25 stuff up and the hyperlink at the end of that paragraph got me to the SEC who further clarified:

note---I changed the 135.12 to 135.13 to point to the more relevant stuff
further note LOL: and you be correct about the SEC writing the two SEC orders in Heddlese, they did manage to clarify things re: 12b-25 in their PR of said order under Additional Info:
