Not sure where there is a contradiction. Two independent thoughts. As part of the approval process company must demonstrate ability to manufacture drug (mentioned on CC call).

So.... They are spending their funds on manufacturing in anticipation of approval/need for the drug. Second, their stock liquidation/option exercise solved their funding problem in the short term. They will need more money and I don't think Nader would have done that if he wasn't confident alternative funds were coming. Given their willingness to invest in so much product tells me govt may step in.
