They seem to me to have deaths still accelerating and I believe they have more severe "stay-at-home" rules in place.



Correct. Sweden should be compared to its immediate neighbors, Norway and Finland. Sweden has 10x more deaths than either.

Sweden: 29,302 infected, 2462 total deaths
per capita 2,010 infections/million, 244 deaths/million

Norway: 7,680 infected, 207 total deaths, per capita deaths, 244/million
per capita 1417 infections/million, 40 deaths/million

Finland: 4,906 infected, 206 total deaths
per capita 885 infections/million, 37 deaths/million deaths
