Yes. And the reason for that is that this type of regulator and valve combo is used on smaller O2 tanks that need to fit in storage cases. The valve HANDLE needs to be parallel to the regulator when OFF so the smaller tanks will fit in their storage cases, which typically have foam or a composite material that surrounds the tank and the regulator and valve handle lie flat.
The other reason the valve handle and regulator are nott just parallel but also in the same direction when OFF is so that the valve handle (which is nominally longer than the regulator) serves as a 'guard' to protect the more fragile regulator if the tank falls over or bumps into something when being transported or during removal from a storage case (for smaller tanks than the one shown - that use that exact same valve/regulator combo).
