My guess is that some big Pharma companies are starting to sniff around. Big outfits like JNJ, Merck etc. have a hard time with innovation and moving fast. The only way they can do this is to buy up small companies. If INO and MRNA start showing solid progress with their vaccines, somebody big will try to snatch them up. This is the first time that vaccines have begun to look like a profitable product. Hope a buyout doesn't happen but a bidding war could be interesting and lucrative.
