Trump is playing his reelection game. If state governments go down the social distancing path, so cause hardship that's all the better in Trump's eyes as the more responsible others are the more irresponsible his comments can be. There is also often a disconnect between his own administrations actions and his personal comments.

In his mind, as per usual he is saying ANYTHING he believes will help him be seen as a renegade standing against the establishment and health experts are his establishment target now.

Always the rebel, individualistic president. That image helps to maintain the hero worship of his some 40%.
