Good point LR, but from my knowledge of BARDA it doesn't really matter. BARDA is on the hunt and will look at any credible material sent it, whether an app, an inquiry or a "Hey look at this." The time it has is the critical variable, and just having a looksee does not present a time barrier, imo.
