Ok, so here I go over the deep end, but I'm an engineer at heart... we solve problems...

Instead of pumping Trillions out into the great abyss, why don't we send everybody back to work, open up everything that's closed and get back to normal?

Supplement this by setting up a system where the US postal service will drop off medicine to anyone who displays a flag of some type (perhaps aluminum foil or some such thing) on their mailbox. Include a simple set of instructions (multi-lingual if we must) on dosage and regimen.

Surely this would solve the problem at much lower cost.

This crisis is over, the country just doesn't realize it yet.

Edit: one last thing... advise anyone in high risk groups to take extra precautions.
