I would not declare and emergency - other than to allow FEMA $$ to flow without congress !!

Steady wise fiscal actions of size are needed - and left wanting

Top of head estimating the damage to the economy is manageable and in just sort of temporary. The damage to say 30 million people who are most hit and in the lower half of income and wealth can be devastating disaster

We need to focus aid on them (and yes small scrappy businesses)

They need it

And such aid to them - flows back to all of us in 100% consumption and a multiplier

We need such leadership - not blaming Europe (and setting countries against each other) or trying to gain political points with a broad based payroll tax cut that sends money here and there and everywhere

Focused - smart - support to the economy - no Emergency - just leadership
