yea I know...its the argument that everyone uses..."we're too busy" and "spread too thin"...doctors and hospitals use it...law enforcement...garbage collectors..teachers...hookers...everyone..

everyone needs more people, better facilities and more money...

you work with what you got and do the best you can...

one word....TRIAGE...

its not new...

ive seen dangerous intersections...City wouldn't do anything...after 8 people died in various accidents, they put up stop signs..

that's just how it is..
