I cannot say that all is still in place, but it seems to me that OWCP has an agreement with Emilia to produce the cream in a facility that's already approved commercially. Emilia is a large distributor of all sorts of products under other peoples names, like WalMart, I don't know that anything is produced under their label, but I believe they're capable of handling massive amounts of the cream. A partner would have the choice of letting them make the product, and paying them according to the agreement in place, or I believe they could produce it themselves.

If I'm correct about this, it's a nice position to be in, once approved your sales and distribution people could go to work immediately and sufficient product would be available from the get go with no added cost.
