Viktor Shokin was taking bribes and not investigating anyone of any consequence, least of all Burisma.

Joe Biden did not have Shokin fired. The US government, the IMF and the EU demanded that Shokin be fired or they weren't going to provide any economic aid to Ukraine. Joe Biden didn't set that policy. He delivered the message.

Firing Viktor Shokin would have negatively impacted the younger Biden, had he been doing anything illegal.

Finally, the DOJ would be the investigative body to be investigating Biden, had he been doing anything illegal.
