Is it possible for a company like NioCorp to expand its original goal of a mine, to include other investments that are not yet proven but have disruptive possibilities?

ex
How hard would it be for a company like NioCorp to borrow twice as much money (or more), and invest the extra in a company like TechMet, right from the git-go?

Governments are calling for exactly what they do. (coincidence?)
The cash generated from the mine would have a payback of six years not counting revenue from our TechMet investment!

Would anyone be thinking outside the box?
I believe Mark Smith has been for 5 1/2 years
