Should a Custodianship-Taking-Over news or Reverse-Merger deal (like RTTR had today) kick in here ACTL will immediately surge to the Sub-Penny Land! A few days later ACTL will spike to its recent high 0.022 again based on its FIXED Tiny float (300M ~ 350M shares) and Small OS count (699M shares)!

ACTL has the Lowest OS count and float count among over 1,000 of its 0.0001-Bottom peers!
