Did the UW's have a GSA/POR7 certified Class 19 (and Class 18) claim or not???

Seeing that it's a fact they did, how exactly was their Class 19 claim supposed to be treated/compensated???


This argument that Class 19 was somehow ""shortchanged"" is strange since as has been noted multiple times, they were part of Class 19.

I'm sure members of Class 18 would have been thrilled that this non-issue involving ~$1M was holding up the distribution of $37M they've been awaiting for 6+ years.
