He can't give Bolton a second "recess appointment" to be US Ambassador to the UN.
Several weeks ago there was some discussion about an end-around play the WH could make to avoid the chance of Bolton not being approved by simply giving him a different title at the UN. It appears someone talked some sense into WH; that gimick was quietly dropped.
