Helicopter operations get shut down if the wind is over about 40 mph, too dangerous for them. Fixed wing airplanes can handle high winds. In LA they use helitankers, in most places bambi buckets on long lines are used to dip out of ponds so they don't have to waste time flying back to a filling spot. But a few hundred gallons on the end of a long line becomes a.pendulum in high winds as they try to hold hover to dip their bucket.
