They are basically hanging back, it is just too dangerous still. The aircraft are doing most of the work now. More people get hurt on fires on steep ground; falling trees, rolling rocks, etc. and lack of visibility and time lag in getting crews moved due to few roads. Fixed wings can land on evacuated freeways if they have trouble, in a forest wilderness setting they are toast. Helicopters can usually get you to the ground even without power in most all settings.
