the issue of the Director and how they can be removed is a different issue
It may be the only issue that EVENTUALLY matters
But in the interim 4617f and other issues still are there
(and it is possible the remedy for the lack of agreement with constitution is to say Congress Amend how the Director is changed - you have 90 days - and in the interim judicial review issues can be decided - and then the FHFA with new Director rules - continues)
