It's all been clarified before. See my post #58342...

They have to complete Certification for C1D1, and State regulations before they can collect a deposit. This takes 90 to 120 days from the date of the orders. It's been 90 days since the last of those PO's was received so they must be on the verge of collecting the deposits if they haven't been collected already.
