I was part of a group that attempted to raise equity for a wte plant in a Dallas, Tx landfill. The mayor of Dallas nixed the project, but I learned a little bit in the process. I do know that financing would have never been procured without the guaranteed purchase of the output...and that is a point that can't be stressed enough on this board.
