The company is laying out it's future plans in proper fashion indicating intentions. Since none of this happens without a successful capital raise everyone is sounding out various opinions. What remains to be seen is the future and how the unannounced R/S after the last bunch of news affects the appetite of investors. This isn't my opinion of the company but I'm giving this news benefit of the doubt until I see otherwise.
