I have read that many times and provided it on many boards of tickers that have been suspended.

It pretty much describes the situation. What part of it do you believe contradicts or is inconsistent with what I have said?

Perhaps you are misunderstanding what it is actually saying. It only deals with the suspension action. The revocation process is separate.
