Is Thursday release of plan to influence judges meeting today?

The FHA/treasury could have done released plan on Monday to Tuesday or Friday after hour. Why before Friday when 16 judges might be meeting today after 3 days of En Banc hearing of other cases. Since it is 7 months, En Banc must be finalizing judgment.

Flip side of it following: FHA/treasury did not want gap between plan release and judgment announcement today after hour so that pps does not drop drastically. Will know after 4pm or 5pm.
