It is semantics, it is simply the name of the exemption provided by the SEC as venture fund and private equity fund overlap in many instances.

They carved out "venture capital exemption" (notice the quotes per the SEC) and defined what the criteria is to qualify.

You can be a hedge fund, private equity fund and/or venture capital fund and qualify for the exemption.
