The obvious answer is they created preferred shares. But I assume you saw that.

Can't help you much beyond that, except to say it cannot be converted for 6 months. But I do not know how to read "1 preferred share = 1:25 common shares". One preferred share = 25 common shares?

Where did you come across this?
