After a fraught tenure marked by tension with the Oval Office, President Trump announced on July 28 that Dan Coats would step down as director of national intelligence.

With Mr. Coats’s departure, the Office of the Director of National Intelligence will become the fifth cabinet or cabinet-level agency operating without a permanent leader. The White House chief of staff, also a member of the cabinet, is currently serving in an acting capacity.
Mr. Trump has the record for cabinet turnover in a president’s first term, according to Kathryn Dunn Tenpas, a scholar at the Brookings Institution who wrote a presidential staff turnover study. He also has the record for White House churn, she said.
