OK so it looks like they raised the PCTL AS to 600 million shares. This is OK if they do the big merger IMO.
Scroll down to the bottom under current shares. Add up the Authorized count. 600M AS with 20M preferred.

It happened, and it happened due to this transaction. This is a good thing, meaning they now have more room for any private placements
