It's who owns the O/S that matters. New owners of a ticker don't have any allegiance to existing shareholders. They think of them as baggage who don't deserve profiting from their endeavors. I can only recall one time in all my years that I've seen a R/M that didn't coincide with a R/S.

You can lead a horse to water. But you can't make him get down on one knee and do an Al Jolson impression!
