Actually Ryan could not have resurrected the bill because after a congressional session ends so do the bills that haven't passed go to die "sine die" (without day). It would have to be a new bill to approve in the next session of congress. Republicans need immigration to stoke up their racist base so they are not going to drive any immigration issue. That Senate bill had over 40 Billion for "border security" but it's better to keep the issue alive for the racist pukes.
