just judging from the size of the building, the pictures that were posted of the work being done, the fact that they had to install 11 labs, and only recently announced that the work was completed, would you say that the remodeling was "minimal"... “

Take everything on its face value if possible.
Last year the photo showed much work to be done.
This year it was stated work would be minimal and construction should be complete soon.
This week it was stated construction is complete.
Nowhere did it specify how much work had been done from the photo to the statement work would be minimal.
Now consider ..... they were working on the building all along..... wow.
