Yes, because there hasn't been a public announcement in regards to financing (which is required by the SEC).

In addition, a PR is NOT the only form of public announcement. It can come in the shape of 8Ks or many other SEC forms.

Since the most recent shareholders meeting, KBLB has had multiple PRs and 8Ks. For example, an 8K was published last week.
