I see no reason why investors may not buy and sell shares in Merkur for the time being.


No, it's possible to buy and sell on Merkur. The restrictions were on OTC.

I'm trying to get an answer whether that restriction of buying and selling SIAF on OTC (not a new restriction as I understood it) applies to normal accounts as well, or if it's only related to KF accounts.
