But here is the thing that a sober analysis must consider...

Elite was within 6 days of the end of Q1 2020 when Nasrat made that forward looking statement. As the company has planned manufacturing to meet the commercialization needs, Nasrat would be well aware of the sales to that point. How is it possible he would make a statement about Q1 2020 revenues doubling those of Q4 2019 revenues if not absolutely certain? In fact, with his general counsel reviewing all PR and CC scripts, it is fair to say that if there were any issues with the projections Nasrat made, then legal counsel would not have approved it.

Because? If he gave approval and it was not true, the GC might be guilty of malpractice and Nasrat might find himself in legal jeopardy. So no, Elite will not miss the projection because this is not about an external force (think FDA) that influences the matter. This is all about Elite achieving what was stated. And, OBTW: there was no promise. Rather, it was a statement of belief based on the evidence. Nothing more, nothing less.
